Business Plan / Investment Study

An investment study or business plan is the foundational document of any business venture. It describes the business opportunity, product or service, context, market niche, strategy, working team, required resources, financial return, and the activities through which the company achieves its objectives. SENSUM consultants’ many years of experience in preparing investment studies has enabled the successful implementation of a wide range of entrepreneurial projects financed through EU funds or credit arrangements.

In preparing business plans, we collaborate with the majority of banks in Croatia, with particularly strong partnerships with HBOR, EBRD, and EIB, where our experts are engaged as external consultants on selected projects. Does your project assess not only financial viability, but also the climate challenges of your investment?

Feasibility Study and CBA

A feasibility study is a comprehensive document that examines various factors of a given project: micro and macro location, economic trends, and social and economic aspects. In addition, it analyses the project brief, which involves setting specific project objectives.

What is more cost-effective — building a cycling path or purchasing electric buses? Is investing in renewable energy sources more profitable than a new thermal energy production line?

A feasibility study also includes the preparation of a Cost-Benefit Analysis (CBA). The purpose of the CBA is to demonstrate the viability of the project and its contribution to the wider community, and it encompasses an assessment of future requirements, an evaluation of costs and benefits, and a sensitivity analysis. Our many years of experience in preparing studies for the public sector gives us access to a broad project database, enabling us to build stronger foundations for project approval and deliver greater benefit to the community.

How do you decide which project is more worthwhile when the evaluation goes beyond financial impact alone?

Investment Promotion Act

The decision to embark on a new investment cycle is the first step towards a company’s future growth and development. In addition to EU funds, there are also national incentives such as the Investment Promotion Act, which encourages both domestic and foreign owners of registered companies in Croatia to submit every planned investment to the Ministry and, upon realisation of the investment, benefit from various incentives such as tax relief, employee benefits, and more.

This Act is frequently combined with EU support within an investment project, and it is important to note that the same activities cannot be financed from both sources simultaneously.

Development Strategy

A development strategy represents an approach to managing one’s own resources, and stems from a strategic commitment that defines the vision, strategic objectives, and development projects and measures over a minimum period of four years.

SENSUM assists local and regional self-government units in aligning their resources and visions for local development with national and European strategies, thereby enabling access to EU funding for development projects. When preparing plans, the characteristics, strengths, and limitations of the area in question and its surroundings are taken into account, in accordance with national and European strategic guidelines.

When applying for EU funding, the Development Strategy is considered the foundational document of a local self-government unit, and its alignment with national and European strategy is evaluated when decisions on grant allocation are made.
