Climate Proofing was already a prerequisite for large projects in the 2014–2020 programming period. In the 2021–2027 programming period, the requirement applies to a broader range of EU funds (including CEF, InvestEU, ERDF, CF, and JTF) available for financing infrastructure projects.
Beyond the mandatory documentation for EU project applications, a properly conducted climate proofing assessment can serve as the foundation for evaluating the Do No Significant Harm (DNSH) principle in relation to climate change mitigation and adaptation objectives.
Climate change resilience assessment encompasses the following concepts:
- mitigating the impact of infrastructure on climate change by reducing greenhouse gas emissions during the construction and operation (use) of the infrastructure; and
- adapting infrastructure to climate change, i.e. addressing and resolving the inevitable consequences of climate change and working to reduce risks and improve infrastructure resilience.
